Program Leadership and Management System Assessment and Design



Abstract


This paper describes the technique of assessment using non-prescriptive criteria to understand, evaluate, and improve management systems. This technique can be used internally or externally to assess and improve the effectiveness of any program management system/office. The author has conducted original research focusing on total enterprise assessment using nonprescriptive criteria including a case study and a quantitative and qualitative doctoral dissertation. In its simplest form, self-assessment using nonprescriptive criteria is a four phase process of question, understand, evaluate, and design. The author has successfully applied this methodology to: (a) assess the performance and management practices of entire enterprises (commercial and government) using the Baldrige criteria; (b) assess the U.S. Intelligence Community’s strategy development, implementation, and measurement using the Government Performance and Results Act; and (c) assess and design a program leadership system for a major international airline using project management principles and best practices.
