John Whitlock, Ph.D.
John recently wrote and presented a paper titled Strategic Thinking, Planning, and Doing: How to Reunite Leadership and Management to Connect Vision with Action. A revised version of the paper presented at the 64th National Conference of the American Society for Public Administration, The Power of Public Service, Washington, DC, March 15-18, 2003 is presented here.
John has consulted, conducted research, and created programs in the areas of leadership development and strategic organizational change since 1988. Currently, he is the Administrator of the Performance Excellence Program for Hillsborough County, Florida. Since 1997, John has been a Senior Fellow in the Center for Excellence in Municipal Management and Contemporary Executive Development at The George Washington University where he is involved in leadership program development and delivery for federal agencies, and teaches strategic thinking and planning for the Certified Public Manager program for the Washington DC municipal government. He joined the graduate faculty at Capella University in February of this year where he teaches in the School of Business – Organization and Management Ph.D. program. John describes himself as a “pracademic” in an attempt to connect the world of scholarly and scientific research to the world of practical application in order to enhance organizational performance.
